     OMG, yes! You are indeed unique to notice such a thing.

     It was in a hotel, so I noticed it but left it alone. Growing up, it was enforced by my father that toilet paper went “over the top”. I continue such enforcement to this day.

     Paper towels, I usually don’t care and often find that “under the bottom” works better. It depends on the type of holder and placement.

     Another big no-no is balancing a new roll of paper on top of the previously used cone without actually installing it on the roller. It’s sleazy and lazy.
