   Maybe due to interference to the driver. Here the dogs can be all over the place as long as they stay away from the driver, though IANAL (I am not a lawyer).It can get uncontrollable with multiple dogs. They can get get crazy together over a tiny little thing that would not have bothered a single dog alone.

   That's true, in a same situation in Europe the using of cage is a obligationHere, i good position for care of dogs !

   The the park. We have a very nice triple park situation here. There is the federal Guilford Courthouse National Military Park, the city Country Park, and the city Jaycee Park recreation area. All 3 adjoin each other end to end making for a huge natural area. Couldn't be better and only one mile from me.
